“The Obama administration’s policy was that Bashar al-Assad had to go, and they had to ensure that it went without a fight. And as long as he had that kind of military capacity he could keep crushing the opposition,” Mr. Tabler said.
The fact that the Assad regime was backed by Russia to an extent that tipped the balance against the rebels while also having the support of other Arab states was seen as “a bit of a tragic story,” he said.
